Minutes of the First Clivilius Lead Council Meeting
The formal record of the first sitting of the Clivilius Lead Council, convened by Paul Smith on a hill across the river from Bixbus on the morning of 14 August 2018. Six members attended; Luke Smith was absent. Items Discussed
- Electricity generation. Current capacity insufficient for the settlement's needs. Larger-scale generation required to underpin all other development.
- Sanitised water. No sanitised supply currently available. Identified as a high-priority requirement for medical, domestic, and agricultural use.
- Flora introduction. Progressing well. Additional personnel required to expand the regeneration zones.
- Fauna introduction. Almost non-existent. Dependent on faster flora introduction before meaningful fauna populations can be established.
- Medical provision. No medical facility currently exists. Medical supplies are limited.
- Construction. Building activity to date has been limited and largely primitive. Human and material resources needed to commence the construction of proper storage facilities and permanent housing.
- Roads and infrastructure. Road development and bridge construction across the river identified as necessary for access to farmland on the eastern bank.
- Vehicles and fuel. Ongoing shortages affecting transport, logistics, and construction.
- Workforce. Acute shortage of skilled personnel and general labour across all departments.
Decisions and Actions
1. Workforce shortage recognised as the primary constraint. Council agreed that the slow pace of development is principally attributable to a shortage of people, not of intent. All subsequent decisions were framed with this constraint in mind.2. Establishment of a Tent Community. A new zone is to be established as short-term accommodation for people brought through the Portal, enabling faster intake and settlement.
- Paul to mark up the Tent Community zone, including allocated space for a Mess Hall and a future shower-and-toilet block.
- Luke (in absentia) to commence immediate delivery of the resources required to establish the site.
- Luke (in absentia) to liaise with Beatrix Cramer to begin the recruitment process for the skilled personnel required, according to the list of names provided by Terry.
- Michael to draw up plans for the facility, including a schedule of personnel and resource requirements.
- Luke (in absentia) to begin recruitment once Michael's requirements are finalised.
- Paul to mark up the zone for the Medical Facility.
- Glenda to draw up the requirements for the facility, including supplies and personnel.
- Adrian to work directly with each Council member to develop detailed specifications and resource requirements for each building project assigned to their department.
- Adrian also to note the additional skills and workers he will need to assist with the construction of the buildings once approved.
- Grant to complete plans for the transfer of the wildlife sanctuary he previously directed on Earth to a new Bixbus Wildlife Sanctuary, including personnel, enclosures, and supporting resources, and to commence the relocation as soon as practicable.
